Australia's National Adaptation Plan (NAP) is the government's first comprehensive policy framework for responding to the physical climate risks identified in the National Climate Risk Assessment. It replaces the National Climate Resilience and Adaptation Strategy 2021-2025. The NAP is structured around the 8 functional systems of the NCRA:
- economy, trade and finance
- Aboriginal and Torres Strait Islander peoples' values and knowledges
- infrastructure and the built environment
- natural environment
- primary industries and food
- communities, health and social support
- defence and national security
The NAP sets out a vision, the priority risks, current and future actions, and government roles and responsibilities for each of the 8 functional systems. For the natural environment, it responds directly to findings that 70% of native plant species face climate conditions outside their current range by 2050, and that biodiversity loss will cascade into food security, cultural and public health impacts. The NAP signals the government's adaptation investment context: $3.6 billion committed since 2022, and approximately $9 billion in policies and programs out to 2030. It is a key resource for entities preparing mandatory climate-related financial disclosures in Australia. Together with the NCRA and the ACS Data Explorer, the NAP forms the authoritative three-part Australian government framework on physical climate risk: data, evidence, and policy response.
